Three-year Action Plan for Building a Child-Friendly City in Haining City

(2023-2025

To implement the "Guiding Opinions on Promoting the Construction of Child-Friendly Cities" (Development and Reform Commission Social Affairs [2021] No. 1380), the "Implementation Plan for Promoting the Construction of Child-Friendly Cities in Zhejiang Province" (Zhejiang Provincial Government Women and Children's Work Committee [2022] No. 5), and the "Plan for the Construction of Child-Friendly Cities in Jiaxing City (2022-2025)" (Jiaxing Women and Children's Work Committee Office [2022] No. 3) In accordance with the relevant documents and in light of the actual situation of our city, the following action plan is hereby proposed for the high-quality promotion of the construction of a child-friendly city in our city.

I. Guiding Ideology

​ Strengthen the protection of children's rights, expand their growth space, improve their development environment, invigorate the children's industrial economy, cultivate children's spiritual culture, comprehensively safeguard children's rights to survival, development, protection and participation, and make child-friendliness a common concept, action, responsibility and cause of the whole society Enable a large number of children to grow into well-rounded socialist builders and successors in terms of morality, intelligence, physical fitness, aesthetics and labor, and inject vitality and provide guarantees for the construction of a model city for common prosperity.

Ii. Basic Principles

Children first, inclusive and shared. In terms of policy planning and public resource allocation, priority should be given to the interests and needs of children. Efforts should be made to expand the supply of public services for children and create a fair, convenient and safe growth environment for them.

We should attach equal importance to quality and speed and make up for our shortcomings. Integrate child-friendliness into the new urbanization and equalization of public services, balance the quality and speed of construction, continuously improve the balanced layout of service facilities, optimize the supply level of public services, accelerate the filling of the shortcomings and weak points that restrict children's development, effectively improve the development environment for children, and enhance children's well-being.

-- Diverse participation and collective strength. Strengthen the concept of "one chessboard" in children's work, effectively give full play to the leading role of the Party committee and the dominant role of the government, improve and perfect the multi-field and multi-departmental working collaboration mechanism, fully stimulate the working vitality and professional advantages of the participating entities, and establish a new development pattern of coordinated progress.

Iii. Overall Objectives

Centering on the "policy system", "public services", "rights protection", "growth space", "development environment", "industrial economy", "spiritual culture", and the "5+2" child-friendly development system, pilot projects will be advanced in different fields and phases to build a policy and work system for Haining to become a child-friendly city. In 2023, the construction of child-friendly pilot units will be initiated. In 2024, the scope of the pilot will be gradually expanded. By 2025, child-friendly elements will be fully integrated into public Spaces such as villages (communities), schools, hospitals, parks, venues, and commercial districts. The pilot experience will be comprehensively replicated and promoted, and the "5+2" friendly system will be further established and improved. Build a model of a child-friendly city at the county level.

Iv. Work Measures

(1) Children's Policy System.

Incorporate the concept of child-friendliness into relevant plans. Incorporate the construction of a child-friendly city into the city's 14th Five-Year Plan, and include child-friendliness in the special plans of various fields of economic and social development such as education, health, culture, sports, and civil affairs, to achieve synchronous planning and implementation of children's development and economic and social development.

2. Fully promote the implementation of the "Haining Children's Development Plan (2021-2025)". Carry out regular research on the current situation and demands of children's development. Focusing on the key and difficult issues and development bottlenecks in children's development, regularly conduct research on children's development, integrate various resources to strengthen theoretical and empirical research on children, and provide a basis for the action and decision-making of the government and relevant departments.

3. Ensure smooth channels for children to express themselves. Explore the establishment of a working mechanism for children's participation in public activities and public affairs, fully guarantee children's rights to participation and development, and smooth the channels for children's participation. Cultivate various levels and types of children's observation teams, carry out a series of children's participation-themed activities, and promote children's all-round participation and integration into social life.

4. Promote the integration of children's perspectives into urban planning and construction. Introduce the children's perspective of "viewing the city from a height of 1 meter" and fully embody the concept of child-friendliness in urban planning and construction. Rationally plan the spatial layout, optimize urban design, and provide sufficient, high-quality, independent and convenient children's activity venues in newly-built parks, green Spaces and other public Spaces as well as communities. Implement all child-friendly construction regulations and design requirements.

5. Expand the capacity for children's services. Adhere to the inclusive orientation and encourage the government, enterprises, public institutions, families and individuals to participate in the construction of child-friendly cities. Give full play to the provincial pilot advantages of the "Five-Society Linkage", optimize the government's purchase model of child-friendly services, and incorporate child protection and child-friendly service projects into the guiding directory for the government to purchase services from social forces. Actively cultivate social organizations, professional social workers, off-campus counselors of the Young Pioneers and volunteer teams that serve children, and mobilize social forces to participate in the construction of child-friendly fields. Develop children's public welfare and charity undertakings, explore the assistance of public welfare and charity forces in the education and support of children in difficult circumstances, and carry out supplementary and complementary medical rescue.

(II) Public Services for Children.

6. Implement the "Good Early Childhood Care" initiative. Promote the construction of the 5+X childcare service system and formulate universal childcare service prices throughout the city. Improve the construction of three-level infant and toddler care service bases, accelerate the construction of the municipal comprehensive childcare service center, the town-level infant and toddler care service guidance center, "Sunflower Parent-Child Fun Park", "Sunflower Parent-Child House", and the "Medical Protection" children's health management center, etc. In combination with the construction of future communities throughout the region, accelerate the construction of infant and toddler care service childcare institutions and infant and toddler care service stations. Provide personnel training, business guidance and other services for childcare institutions, strengthen the integration of medical care and education, and meet the scientific parenting guidance needs of infant and toddler families. Actively participate in the creation activities of exemplary childcare service institutions in Jiaxing City, summarize and promote the experience of demonstration sites, and build the brand of "Chao Cheng Shan Yu".

7. We will further implement the fourth round of action plan for the development of preschool education, expand public welfare kindergartens and improve rural kindergartens to make up for their shortcomings. The coverage rate of children in public welfare kindergartens will reach 94%. Deepen the integration of urban and rural education, promote the operation of all-domain education communities (group-based), and ensure that the proportion of integrated and co-built education communities is no less than 95%. Strengthen the main role of schools in education, promote the reform of homework management and comprehensive quality evaluation in primary and secondary schools, improve the teaching quality and after-school service level of compulsory education schools, and consolidate the achievements of reducing subject-based training institutions in the compulsory education stage. We will promote the reform of classified operation of regular senior high schools and explore an early cultivation mechanism for top-notch innovative talents. Implement the "double reduction" policy, actively carry out summer care services, and ensure that all available services are provided. Strengthen the high-quality integrated and inclusive development of special education. By 2025, successfully create a county with universal and inclusive preschool education and a county with high-quality and balanced development of compulsory education across the country.

8. Implement actions for children's medical security. Strengthen the construction and recruitment of the pediatrician talent team, with 1.12 pediatricians per 1,000 children. During the period from 2023 to 2025, no less than 15 targeted medical students majoring in pediatrics will be trained. Through existing cooperation with provincial medical institutions and talent introduction, we actively select and send pediatricians to higher-level children's hospitals for further studies to enhance the capacity of children's medical security services. Strengthen the development of disciplinary capabilities in children's medical security in multiple forms and further reduce the rate of pediatric referrals. We should do a good job in enrolling newborns in medical insurance, improve the medical security level for the third child, and implement the benefits for special outpatient diseases related to children.

9. Establish a children's health service system. Further strengthen the construction of the children's health service system, do a good job in the development of the pediatric discipline, and enhance the ability and level of serving children's health. All municipal hospitals have established pediatric outpatient departments and wards. The Municipal People's Hospital and the Municipal Maternal and Child Health Hospital have set up NICUs, and the Fourth People's Hospital of the city has established special psychological needs clinics for children and adolescents. The Municipal Maternal and Child Health Hospital has established the Haining Municipal Critical and Severe Neonatal Rescue Center. The Municipal Hospital of Traditional Chinese Medicine has established a sub-center for the treatment of critically ill children in Jiaxing City. The Second People's Hospital of the city has established the Haining Children's Rehabilitation Center. All primary medical institutions have set up pediatric clinics or general practice clinics, effectively ensuring the medical treatment needs of children.

10. Launch a spinal alignment campaign for teenagers. Orderly screening should be carried out for students in grades 1 to 9 of the compulsory education stage throughout the city, with no less than 40,000 people screened. Further strengthen the publicity and education of spinal health knowledge, cultivate and urge children and adolescents to develop a healthy lifestyle, and help them develop good behaviors to protect their spines. Emphasis should be placed on strengthening the intervention for students with poor posture and abnormal spinal curvature.

11. Reduce the myopia rate among teenagers. We will steadily advance the comprehensive prevention and control of myopia among children and adolescents, educate and guide students to love and protect their eyes scientifically, conduct vision tests for all students twice a year, ensure that all students do eye exercises once in the morning and once in the afternoon every day, and use electronic products correctly. We will ensure that the overall myopia rate among children and adolescents decreases by 1 percentage point compared with the previous year.

(3) Protection of Children's Rights.

12. Implement care actions for orphans and children in de facto orphanages. Each town (sub-district) should strengthen the census of the population within its jurisdiction. Through neighborhood visits, document reviews and other forms, accurately identify orphans and children in de facto orphanages to ensure that all eligible children are covered without exception. Once children meet the conditions, they should be promptly included in the protection program in accordance with the procedures, and a basic information ledger and standardized file management should be established.

13. Enhance rehabilitation services for children with disabilities. Jointly carry out the prevention, early screening, diagnosis, treatment and rehabilitation of children's disabilities, support public institutions in implementing rehabilitation services, and encourage social forces to build rehabilitation institutions. Promote the standardized construction of rehabilitation institutions for disabled children. In 2023, complete the standardized improvement of two designated children's rehabilitation institutions and incorporate them into the agreement management.

14. Implement classified protection actions for children in difficult circumstances. Strengthen the publicity of the classified protection policies for children in difficult circumstances, and conduct regular inspections to ensure the effective implementation of such policies. Dynamic management should be implemented for children in difficult circumstances, with strict control over the approval process. Any form of fraud or false claims is strictly prohibited. Child supervisors should enhance their supervision work and urge guardians to fulfill their guardianship responsibilities and support obligations in accordance with the law. Standardize the construction of minors' protection workstations in towns (sub-districts).

(4) Children's growth space.

15. Accelerate the child-friendly transformation of public Spaces. Carry out child-friendly renovations in public Spaces and promote the construction of children's service scenarios in future communities and future villages. Flexibly adopt centralized or distributed layouts, and utilize methods such as the elevated ground floor of new buildings, the renovation of retained building functions, and the composite utilization of various outdoor Spaces to provide sufficient play and activity Spaces. Reasonably set up indoor and outdoor safety play and activity facilities to create a "micro-space" for children. Establish a safe, complete and open walking environment for all, allowing convenient access to buildings within the community, meeting barrier-free passage requirements, with sufficient lighting, and build a child-friendly slow traffic system within the community. Promote the completion of child-friendly renovations for standardized "Mommy's Warm Room" mother-and-baby rooms, children's toilet stalls and washbasins, and children's rest and activity areas in public places with the necessary conditions.

16. Implement the action to improve children's safe travel. Carry out child-friendly renovations on sidewalks, intersections and slopes around urban roads and children's main activity areas. In the renovation and construction of urban roads, the concept of child-friendliness should be strengthened, and the safety management of roads around children's activity venues should be enhanced. Optimize the pedestrian flow lines and facilities around communities, shopping malls, etc., and implement the intelligent and barrier-free construction of urban public transportation. Carry out traffic safety education and publicity activities. Optimize and improve the traffic safety facilities around schools and children's activity venues, set up prominent directional signs, rationally channel intersections, and promptly update and improve traffic signs and markings.

17. Carry out the action to improve off-campus activity venues. Based on local resources, fully explore, study and integrate elements such as the historical and cultural connotations, traditional cultural resources and social development achievements of our city, and develop study tour courses with the characteristics of Haining and school-based features. Compile and print handbooks for youth practice bases, implement an annual review system for research and study bases, urge each base to carefully design courses, standardize research and study charges, and present in-depth research and study content. Standardize the work of non-academic off-campus training institutions entering schools. Establish a two-level selection mechanism at the regional and school levels, and scientifically select and form a regional "white list" of non-academic institutions participating in after-school services in schools in accordance with the law. Enrich the content of after-school services, broaden the channels of after-school services, and better meet the needs of students to develop their interests and specialties. Actively plan the Yijiatang Urban Pavilion Cluster project and accelerate the progress of the project's preliminary design, project approval and other work. Accelerate the early completion and operation of projects such as the Jing 'an National Fitness Center (New Youth Sports School), the new No. 4 Hall of the Shooting Center, and the Asian Weightlifting Training Center.

18. Implement the action of building child-friendly units. Carry out pilot assessment work for child-friendly units, and implement creation actions for child-friendly (village) communities, child-friendly streets, child-friendly parks, child-friendly hospitals, and child-friendly schools.

19. Build a child-friendly natural ecosystem. Gradually integrate ecological civilization education into school teaching plans, include it in the "first class of the new term" for primary and secondary schools and kindergartens, and carry out ecological volunteer services both inside and outside schools in combination with activities such as "Ten Thousand Students Going to Communities and Villages" during the summer vacation. Incorporate beautiful villages, beautiful rivers and lakes, ecological civilization education bases, and waste-free cells into children's ecological exploration Spaces. Carry out theme publicity activities at important ecological nodes such as World Environment Day on June 5th and International Biodiversity Day. Carry out extensive education and publicity on ecological environment protection and garbage classification, and guide families to practice a low-carbon and green lifestyle.

(V) Children's development environment.

20. Implement judicial protection actions for children. Deepen the reform of comprehensive trials, strengthen the construction of trial mechanisms and organizations, and promote the professional development of juvenile trials. Strengthen the construction of professional teams and consolidate the foundation of juvenile trial work. Strengthen judicial management and promote new development in the judicial work for minors. Strengthen collaboration and coordination to enhance the synergy in protecting the rights and interests of minors and preventing crimes. We will strictly enforce the litigation procedures for criminal cases involving minors, crack down on criminal activities such as child trafficking and sexual abuse, and implement the hierarchical and color-based assistance, education and control measures for minors with problems. Promote the construction of one-stop case-handling centers for minors. No less than 10 legal education and publicity activities on child protection should be carried out every year.

21. Build a strong safety risk barrier for children. Carry out the "Protecting Schools and Ensuring Campus Safety" special safety campaign, strengthen the construction of human defense, physical defense and technological defense, continuously improve the campus safety infrastructure, and perfect the campus risk closed-loop control mechanism. We will carry out thorough safety hazard investigations and rectifications, deepen the construction of junior police academies, enhance safety education and emergency drills for students on drowning prevention, traffic, food, fire safety, fraud prevention, and infectious disease prevention, and continue to do a good job in preventing school violence and bullying. In collaboration with public security, market supervision, comprehensive law enforcement and other departments, carry out the "Protecting Schools and Ensuring Campus Safety" and comprehensive improvement of the surrounding environment of schools to purify the environment around schools.

22. Implement actions for disaster and accident prevention and response. Strengthen safety supervision over places and facilities with a high concentration of children, and strictly implement the main responsibility for safety and the regulatory responsibility of the industry. Strengthen children's disaster prevention and mitigation safety education. Make use of safety education nodes such as the beginning of the school term and before the holiday, safety education publicity Month, Food Publicity Week, "5·12", "11·9", and "12·2" to organize and carry out emergency evacuation drills for disaster prevention and mitigation, helping students establish safety awareness, master safety knowledge, improve safety capabilities, and develop safety habits.

23. Promote children's mental health. The "Action Plan for Safeguarding the Health of Children and Adolescents in Haining City" was issued, fully implementing positive education, conducting universal tests for all students twice a year, establishing and improving the mechanism for sharing students' psychological information, and continuously maintaining students' mental health and correcting their psychological and behavioral problems. Strengthen the team of full-time and part-time psychological teachers, with the coverage rate of full-time psychological teachers in primary and secondary schools reaching 70%. Deepen mental health education activities such as "Empowering with Wisdom".

24. Carry out the action to purify the online environment for children. Carry out the action to purify the online environment for children. Focusing on key areas of children's online activities such as live streaming and online games, we will carry out special rectification actions for children's online environment, including "Clear and Clean Internet". Strengthen the daily supervision and governance of online platforms with a concentrated number of child users, and carry out education and publicity on children's online literacy.

25. Create a child-friendly atmosphere. Carry out three-dimensional publicity for the construction of a friendly city, produce promotional posters and public service advertisements, and release them on various media terminals such as radio, television and the Internet to publicize the concept and significance of building a child-friendly city. We should vigorously publicize the experiences and achievements of building a child-friendly city in all aspects and through various forms, increase the awareness and participation of the whole society, carry out legal education and publicity on the protection of children's rights, enhance the awareness of protecting children's rights, and create a favorable atmosphere for building a child-friendly city.

26. Promote the characteristic cultural and tourism industry for children. Launch the characteristic study tour routes of Haining, and formulate hand-drawn study tour maps and children's study tour plan manuals. Guided the completion of the establishment of six provincial-level research and study bases in Jiaxing, including the Haining Primary and Secondary School Research and Study Practice Center, the Haining Shenlongwan Research and Study Camp, and the Zhejiang Special Equipment Inspection Research Institute, as well as the Haining Meiyangyang Research and Study Base and the Haining Xinnong Ecological Agriculture Research and Study Base.

(7) Children's Spiritual Culture.

28. Cultivate a healthy and positive spiritual culture in children. We will further promote the spirit of the 20th National Congress of the Communist Party of China and the "Red Boat Spirit" into schools, intensify the publicity and education of red culture, carry out special education and theme activities such as patriotic education, cultivate the "Moral Education and Talent Cultivation • Red Boat Leading the Trend" moral education brand, and build a highland of red moral education. Make full use of the Red Scarf College, Children's Home and other venues to organize and carry out theme-clear, content-rich and diverse participatory and experiential theme activities such as reading festivals and art festivals, as well as campus festivals. Establish a "Red Culture Propaganda Volunteer Team", organize the "Little Volunteers Enter Every Household" volunteer service, and practice the red spirit through actions.

A series of public welfare cultural activity projects have been launched in response to children's cultural needs. We will continue to carry out activities to bring excellent traditional culture into schools and classrooms. We have launched stratified and categorized thematic reading guidance and recommendation activities as well as reading promotion activities for children's growth stages, creating a strong atmosphere of "the fragrance of books accompanying growth".

30. Carry out the action of building families, family education and family traditions. To enhance the cultivation of children's good ideological conduct and living habits, deeply implement the "Happy and Healthy Family" project, build civilized families, carry out scientific family education, and pass on fine family traditions. Carry out the selection of exemplary family tradition museums and family education practice bases. Build good parent schools, establish 27 digital parent schools at the municipal level in Jiaxing, and explore the extension of parent schools to preschool education. V. Safeguard Measures

(1) Strengthen organizational leadership. Give full play to the leading role of the Party committee and the guiding role of the government, establish a leading group for the construction of a child-friendly city in the city, and coordinate the construction of a child-friendly city with departments such as the Municipal Development and Reform Bureau and the Office of the Municipal Government's Working Committee on Women and Children. Implement the joint meeting system for child-friendly city work, carry out the decisions and plans of the state, province and Jiaxing City regarding the construction of child-friendly cities, coordinate and solve major difficulties and problems encountered in the process of promotion, and guide, supervise and inspect the implementation of relevant tasks. All member units should, in accordance with their respective responsibilities, proactively study and promote various matters and related issues concerning the construction of child-friendly cities, actively put forward work opinions, suggestions and relevant policy measures, earnestly fulfill their departmental duties, and ensure that all work is implemented effectively.

(2) Improve element guarantee. Make overall use of existing financial channels, give full play to the guiding and leveraging role of government funds, and increase support for the construction of child-friendly cities. Strengthen policy research, make good use of favorable policies that support the development of children's causes, and guide social forces to jointly participate in the construction of child-friendly cities. Encourage the development of universal children's services through means such as purchasing services and rent reduction. Strengthen the guarantee of land use for planning public welfare and inclusive children's service projects.

(3) Improve monitoring and assessment. In accordance with the assessment requirements for the construction of child-friendly cities, policies and measures should be adjusted and improved in a timely manner. Timely collect, sort out and analyze children's data and information, and implement dynamic monitoring of the overall development of children in the city. Explore the formulation of standards and guidelines for the construction of child-friendly cities that are in line with local characteristics and have local features, conduct timely evaluations of the construction situation, and explore the application of monitoring and evaluation results for the construction of child-friendly cities.

(4) Emphasize children's participation. Integrate the concept of children's participation throughout the entire process of building a child-friendly city, establish and improve mechanisms for children's participation in public activities and public affairs, and create a child-friendly participation environment. Carry out public welfare publicity for child-friendly cities, promote the concept of child-friendliness to the whole society, and mobilize the strength of all sectors of society to participate in the construction of child-friendly cities. Timely summarize the experience of building child-friendly cities and promote construction models with significant demonstration effects.
