Recently, sixteen departments including the Department of Education of Yunnan Province, the Publicity Department of the Communist Party of China Yunnan Provincial Committee, and the Cyberspace Administration of the Communist Party of China Yunnan Provincial Committee jointly issued the "Twenty Measures for Strengthening Science Education in Primary and Secondary Schools in the New Era in Yunnan Province", clearly stating aspects such as strengthening the construction of the main battlefield of science education in schools, making good use of the large social classroom to expand science education, and doing a good job in the supporting and connecting of related reforms.

The details are as follows

Yunnan Province is strengthening science education in primary and secondary schools in the new era

Twenty Measures

1. Strengthen the construction of the main battlefield for science education in schools

1. Strengthen the teaching reform of science courses. We will implement the national curriculum plan and standards with high quality, compile local textbooks for comprehensive practical courses, encourage schools to develop excellent school-based courses, and promote the collaborative education of national, local and school-based courses. Urge and guide all regions to fully offer science-related courses, implement the teaching requirement that interdisciplinary thematic learning should, in principle, account for no less than 10%, and encourage schools to actively explore new methods of science education and teaching, and carry out heuristic, inquiry-based and project-based teaching. Strengthen the teaching research of science courses, and regularly carry out the selection and promotion of outstanding cases of excellent science education courses (including experimental courses). Strengthen the construction and sharing of online science education resources. Add a science education section to the Yunnan Education Public Service Platform and launch a batch of high-quality science education resources for free use by primary and secondary schools and teachers and students throughout the province. (Responsible unit: Education departments at all levels)

2. Strengthen practical operations of scientific experiments. Improve the management of experimental teaching. Based on the "Basic Catalogue of Experimental Teaching in Primary and Secondary Schools", formulate unified annual experimental teaching plans by grade and subject, and fully offer all experimental courses and practical activities. Implement the standards for the configuration of teaching equipment in science and related disciplines, ensure the availability of experimental teaching venues, and strengthen laboratory construction. Strengthen the guidance of experimental teaching, enhance students' practical abilities, and encourage the exploration of using artificial intelligence, virtual reality and other means to improve and strengthen experimental teaching. However, it is not allowed to use teachers' demonstrations or simulation experiments to replace students' hands-on experiments, and ensure the time for experimental teaching. Strictly organize the practical operation examination for junior high school students. Reasonably determine the corresponding workload of subject teachers and laboratory technicians. (Responsible unit: Education departments at all levels)

3. Enrich the content of science education practice. Promote the normalization of science education practice activities. Each school should organize at least one science and technology festival, Science and Technology Week and other activities every year, and carry out activities such as "Scientists (Spirit) Entering Campus", mobile youth palaces, science popularization caravans, and scientific investigation experiences. In principle, each school should pair up with at least one institution with popular science functions (such as museums, bases, parks, enterprises, etc.). It is encouraged that primary and secondary schools organize students to visit off-campus science education venues such as science and technology museums and popular science education bases to carry out scenario-based and experiential science practice activities. (Responsible units: Led by the departments of education and science and technology associations at all levels; All levels of departments such as industry and information technology, science and technology, ecological environment, agriculture and rural affairs, the Communist Youth League, and the Working Committee of the Young Pioneers, units of the Chinese Academy of Sciences stationed in Yunnan, and all higher education institutions shall participate.

4. Incorporate it into after-school service programs. Make science education the most fundamental and essential project of after-school services. Each school, in light of its own strengths and characteristics as well as the needs of students, makes overall plans to absorb high-quality social science education resources and carry out after-school service projects such as popular science lectures, scientific experiments, technological creation, maker activities, and observation research. Encourage schools with the necessary conditions to establish student science and technology clubs and interest groups, and guide interested students to carry out scientific exploration and experiments in a long-term, in-depth and systematic manner. Improve the mechanism for third-party institutions to enter schools and encourage more high-quality social scientific educational resources to enter schools. (Responsible unit: Led by education departments at all levels; All levels of departments such as industry and information technology, science and technology, ecological environment, agriculture and rural affairs, the Communist Youth League Committee, the Association for Science and Technology, and the Working Committee of the Young Pioneers, units of the Chinese Academy of Sciences stationed in Yunnan, and all higher education institutions are required to participate.

5. Support the construction of national experimental zones and schools for science education in primary and secondary schools. Formulate provincial implementation plans, encourage each experimental zone and experimental school to take the lead in conducting trials in key areas and critical links such as the development of curriculum resources, the construction of teaching staff, the transformation of teaching methods, the reform of educational evaluation, the construction of venues and scenarios, and the integration of social forces, and form a number of typical experiences and institutional innovation achievements that can be replicated and promoted, so as to effectively play a leading and radiating role. Strengthen the construction of the experimental schools' own science popularization bases, and explore the establishment of small-scale "campus science and technology museums", "science popularization corridors" (wall science popularization exhibits), etc. (Responsible unit: Led by education departments at all levels; Departments such as science and technology, natural resources, ecological environment, agriculture and rural affairs, the Communist Youth League, and the Association for Science and Technology at all levels, units of the Chinese Academy of Sciences stationed in Yunnan, and all universities are required to participate.
