Outline of the National Action Plan for Improving Public Scientific Literacy

 

(2021-2035) To implement the important arrangements of the Central Committee of the Communist Party of China and The State Council regarding science popularization and the construction of scientific literacy, in accordance with the "Law of the People's Republic of China on Promoting Scientific and Technological Progress" and the "Law of the People's Republic of China on Popularizing Science and Technology" (hereinafter referred to as the "Science Popularization Law"), and to carry out the relevant national science and technology strategic plans, The "Outline of the Action Plan for Improving Public Scientific Literacy (2021-2035)" (hereinafter referred to as the "Outline of Scientific Literacy") has been specially formulated.

 

I. Preface

 

​ Without a general improvement in the scientific literacy of the entire population, it will be difficult to build a large force of high-quality innovators and achieve rapid transformation of scientific and technological achievements. This important guiding spirit serves as the fundamental guideline for the high-quality development of popular science and scientific literacy construction in the new stage of development.

 

Scientific literacy is an important component of the national quality and the foundation for the progress of social civilization. Citizens with scientific literacy refer to those who Revere the scientific spirit, establish scientific thinking, master basic scientific methods, understand necessary scientific and technological knowledge, and have the ability to apply it to analyze and judge things and solve practical problems. Improving scientific literacy is of great significance for citizens to establish a scientific worldview and methodology, for enhancing the country's independent innovation capacity and cultural soft power, and for building a modern socialist power.

 

​ The scientific literacy of citizens has significantly improved. In 2020, the proportion of people with scientific literacy reached 10.56%. The science education and training system has been continuously improved, and science education has been incorporated into all stages of basic education. The capacity of mass media in science and technology dissemination has been significantly enhanced, and the level of science popularization informatization has been notably improved. The infrastructure for popular science has developed rapidly, and a modern science and technology museum system has been initially established. The team of popular science talents is constantly expanding. New breakthroughs have been achieved in international exchanges of scientific literacy. Establish a policy and legal system with the Popular Science Law at its core; A four-level implementation system at the national, provincial, municipal and county levels has been established, and a construction model featuring "Party leadership, government promotion, public participation, social collaboration and open cooperation" has been explored. This has created a favorable social atmosphere for innovative development and made positive contributions to ensuring the timely victory of the battle against poverty and the timely completion of building a moderately prosperous society in all respects.

 

China has achieved remarkable results in the construction of scientific literacy, but there are still some problems and deficiencies. The main manifestations are as follows: the overall level of scientific literacy is relatively low, and there is an imbalance in development between urban and rural areas and among different regions. The promotion of the scientific spirit is insufficient, and the social atmosphere of scientific rationality is not strong enough. Insufficient effective supply of popular science and weak grassroots foundation. The institutional arrangement for implementing the principle that "science popularization is as important as scientific and technological innovation" has not yet been formed, and organizational leadership, conditions and guarantees need to be strengthened. At present and in the coming period, China's development is still in an important period of strategic opportunities.

 

However, both opportunities and challenges have undergone new developments and changes. The world today is undergoing major changes unseen in a century. The new round of scientific and technological revolution and industrial transformation is developing in depth. The concept of a community with a shared future for mankind has taken root in people's hearts. At the same time, the international environment is becoming increasingly complex, with instability and uncertainty significantly increasing. The impact of the COVID-19 pandemic is extensive and far-reaching. The world has entered a period of turbulence and transformation. China has entered a stage of high-quality development and is accelerating the formation of a new development pattern featuring domestic circulation as the mainstay and domestic and international circulations reinforcing each other. Science and technology are deeply integrated with the economy, politics, culture, society and ecological civilization. Scientific and technological innovation is unleashing tremendous energy and profoundly transforming production and lifestyle as well as thinking patterns. The significant role of talent as the primary resource and innovation as the primary driving force is increasingly prominent. The all-round improvement of the national quality has become a prerequisite for economic and social development. The construction of scientific literacy has reached a new historical starting point and embarked on a new journey to rank among the forefront of innovative countries.

 

Facing the construction of a world-class science and technology power and a modern socialist power, the construction of scientific literacy needs to shoulder a more important mission. First, to meet the people's new demands for a better life at a higher level, it is necessary to demonstrate the value guidance role of scientific literacy construction, enhance the public's lifelong learning ability, continuously enrich the people's spiritual home, and serve the all-round development of individuals. Second, in order to build a new development pattern, it is necessary for the construction of scientific literacy to play a significant role in serving economic and social development, and to support high-quality development with a high-quality innovative force. Third, to strengthen and innovate social governance, it is necessary to better promote the modernization of people through the construction of scientific literacy, create a scientific, rational, civilized and harmonious social atmosphere, and serve the modernization of the national governance system and governance capacity. Fourth, to form a new pattern of opening up to the outside world, it is necessary for the construction of scientific literacy to better play the role of a bridge and link, deepen exchanges in science, technology and culture, enhance mutual learning among civilizations, and serve the building of a community with a shared future for mankind.

 

Ii. Guiding Ideology, Principles and Objectives

 

(1) Guiding Ideology.

 

​​ We will strive to build a scientific literacy construction ecosystem featuring socialized collaboration, intelligent communication, standardized construction and international cooperation, foster a social atmosphere that loves science and values innovation, enhance the level of social civilization, provide fundamental support for building a modern socialist power in all respects, and make positive contributions to promoting the building of a community with a shared future for mankind.

 

(II) Principles.

 

Highlight the leading role of the scientific spirit. Practice the core socialist values, promote the spirit of science and the spirit of scientists, convey scientific ideas and behavioral patterns, strengthen the construction of an innovative culture featuring rational questioning, bold innovation, truth-seeking and pragmatism, and tolerance of failure, strengthen confidence in innovation, and create a social atmosphere that reveres innovation.

 

Persist in coordinated advancement. All levels of government should strengthen organizational leadership, policy support and investment guarantee, stimulate the vitality of multiple entities such as universities, research institutes, enterprises, grassroots organizations, scientific communities and social groups, and arouse the enthusiasm of the whole people to participate, so as to build a large-scale socialized science popularization pattern with the coordinated advancement of the government, society and the market.

 

Deepen supply-side reform. Break through the institutional and mechanism obstacles that restrict the high-quality development of science popularization, highlight the value orientation, innovate the organizational and mobilization mechanism, strengthen policy and legal guarantees, promote the innovation and improvement of science popularization content, forms and means, increase the knowledge content of science popularization, and meet the demand of the whole society for high-quality science popularization.

 

Expand opening-up and cooperation. Carry out more extensive, higher-level and closer international exchanges on scientific literacy, jointly build dialogue platforms, enhance openness and mutual trust, deepen innovation cooperation, promote mutual learning of experiences and resource sharing, jointly address global challenges, and advance global sustainable development and the building of a community with a shared future for mankind.

 

(III) Objectives.

 

The goal for 2025: The proportion of Chinese citizens with scientific literacy will exceed 15%, and the uneven development of scientific literacy among different regions and groups will be significantly improved. The supply-side reform of science popularization has achieved remarkable results. The standards and assessment system for scientific literacy have been continuously improved. New progress has been made in international cooperation on scientific literacy construction. The institutional arrangement that "science popularization is as important as scientific and technological innovation" has basically taken shape. The scientific spirit has been widely promoted throughout society. The social atmosphere that values innovation has become increasingly strong. The level of social civilization has achieved new improvements.

 

The long-term goal for 2035: The proportion of Chinese citizens with scientific literacy will reach 25%, the gap in scientific literacy development between urban and rural areas and among regions will be significantly narrowed, laying a solid social foundation for entering the forefront of innovative countries. The equalization of public science popularization services has been basically achieved. The institutional mechanisms for science popularization to serve social governance have been basically improved. The capacity of science popularization to participate in global governance has been significantly enhanced. New development has been achieved in the construction of an innovation ecosystem. The soft power of science and culture has been significantly strengthened. The all-round development of people and the level of social civilization have reached new heights, providing strong support for the basic realization of socialist modernization.

 

Iii. Enhancement Actions

 

Focusing on practicing the core socialist values, vigorously promoting the scientific spirit, fostering rational thinking, developing a civilized, healthy, green and environmentally friendly scientific lifestyle, and enhancing skills in labor, production and innovation and creation, five improvement actions will be implemented during the 14th Five-Year Plan period.

 

Action for Enhancing Teenagers' Scientific Literacy

 

Stimulate the curiosity and imagination of teenagers, enhance their interest in science, innovative consciousness and innovative ability, cultivate a large number of teenagers with the potential of scientists, and lay a solid talent foundation for accelerating the construction of a strong country in science and technology.

First, integrate the promotion of the scientific spirit throughout the entire chain of education. Adhere to the principle of fostering virtue and nurturing talent, carry out the initiative of bringing the spirit of scientists into schools, integrate the scientific spirit into classroom teaching and extracurricular practical activities, inspire young people to set lofty aspirations to devote themselves to building a world-class science and technology power, and cultivate students' patriotic feelings, sense of social responsibility, innovative spirit and practical ability.

First, enhance the level of science education in the basic education stage. Guide the transformation of teaching methods, advocate heuristic, inquiry-based and open teaching, protect students' curiosity, and stimulate their thirst for knowledge and imagination. Improve the academic proficiency test and comprehensive quality evaluation system in junior and senior high schools, covering subjects such as science, mathematics, physics, chemistry, biology, general technology, and information technology, to guide students with innovative potential to develop in a personalized manner. Strengthen the construction and allocation of science education infrastructure in rural primary and secondary schools, and increase the inclination of science education activities and resources towards rural areas. Promote the in-depth integration of information technology and science education, and implement scenario-based, experiential and immersive learning. Improve the quality evaluation of science education and the monitoring and assessment of the scientific literacy of teenagers.

Promote science education and popular science work at the higher education stage. Deepen the reform of science education and teaching in colleges and universities, promote the construction of basic science courses, and strengthen the construction of online open courses for scientific literacy. We will deepen the reform of innovation and entrepreneurship education in colleges and universities, fully implement the national college Students' innovation and entrepreneurship Training Program, support college students in conducting innovative experiments, entrepreneurship training and entrepreneurship practice projects, and vigorously carry out various scientific and technological innovation practice activities.

Implement a plan for cultivating reserve talents in scientific and technological innovation. Establish a scientific and diverse discovery and cultivation mechanism to provide personalized training for teenagers with the potential to become scientists. Carry out work such as the Talent Program, the Youth Academy of Sciences, and the Youth Science Club, and explore an integrated training model for reserve talents in scientific and technological innovation from basic education to higher education. We will further implement the 2.0 version of the Program for cultivating top-notch Students in Basic Disciplines and improve the system for cultivating top-notch innovative talents.

Establish an effective connection mechanism for scientific education resources both inside and outside the school. Carry out the action of cooperation between museums and schools, guide primary and secondary schools to make full use of science and technology museums, museums, science popularization education bases and other science popularization venues to widely carry out various learning and practical activities, organize universities, research institutions, medical and health institutions, enterprises and other entities to develop and open up high-quality science education activities and resources, and encourage scientists, engineers, medical and health personnel and other science and technology workers to enter campuses Carry out scientific education and safety and health education activities such as physiological hygiene and self-protection. Extensively carry out science education activities such as science and technology festivals, science camps, and small science and technology papers (inventions, productions). Strengthen the guidance on family science education and enhance parents' awareness and ability in science education. Strengthen the scientific enlightenment education for preschool children. Promote collaborative education among schools, society and families.

Implement the project to enhance teachers' scientific literacy. Incorporate the scientific spirit into the process of teacher training, take science education and the cultivation of innovative talents as important contents, and strengthen the training of new scientific and technological knowledge and skills. Encourage higher normal universities and comprehensive universities to offer undergraduate programs in science education and expand their enrollment scale. Strengthen the training efforts for teachers of subjects such as science, mathematics, physics, chemistry, biology, general technology and information technology. Implement the rural teacher support program. We will intensify online training for science teachers, carry out the "Training to the Grassroots" campaign in depth, and train 100,000 science and technology instructors every year.

 

(2) Action for Enhancing Farmers' Scientific Literacy.

 

With a focus on enhancing the quality of science, technology and culture, we should improve farmers' capabilities in civilized living, scientific production and scientific management, cultivate a high-quality team of farmers that meets the requirements of modernization in agriculture and rural areas, and accelerate the comprehensive revitalization of the countryside.

Establish the ideological concept of believing in science and being harmonious and rational. We will carry out in-depth popular science publicity and education activities, focusing on protecting the ecological environment, conserving energy and resources, green production, disaster prevention and mitigation, health and wellness, and changing customs and practices.

First, implement a high-quality farmer cultivation program. In response to the new demands of ensuring national food security and the effective supply of important agricultural and sideline products, building a rural industrial system, and developing rural social undertakings, we will carry out farmers' education and training through platforms such as the Agricultural Broadcasting School, significantly enhance farmers' scientific and cultural qualities, and serve the modernization of agriculture and rural areas. Carry out vocational skills appraisal and skill level assessment for farmers, training of rural e-commerce skills talents, hold skills competitions for farmers, online scientific literacy competitions for farmers, and innovation and entrepreneurship competitions for local talents, etc. Provide education and training for over 10 million farmers and cultivate over 1 million rural entrepreneurship and innovation leaders. Implement the plan to enhance the quality of rural women and help them participate in the modernization of agriculture and rural areas.

First, implement the action of providing technological support for rural revitalization. Encourage universities and research institutions to carry out intellectual services for rural revitalization, and promote agricultural science and technology socialized service models such as science and technology small courtyards, expert large courtyards, and co-construction by institutes (universities) and localities. We will further implement the system of science and technology commissioners, and support new types of agricultural business entities and service providers such as family farms, farmers' cooperatives and agricultural social service organizations in conducting science and technology demonstrations by establishing demonstration bases and field schools, so as to lead the development of modern agriculture. Guide professional technical societies (associations) and other social organizations to carry out agricultural science and technology services, introduce advanced and applicable varieties, technologies, equipment and facilities to small-scale farmers, and achieve an organic connection between small-scale farmers and modern agriculture.

Enhance the scientific, technological and cultural qualities of farmers in old revolutionary base areas, ethnic minority areas, border areas and poverty-stricken areas. Guide social science popularization resources to tilt towards rural areas in underdeveloped regions. Carry out the action of enriching border areas and their people, the science popularization activities for border residents and the science popularization tour for border areas, vigorously carry out science and technology assistance to Xinjiang and Xizang, and improve the scientific and cultural quality of farmers in remote areas. Improve the vocational skills of low-income rural populations and enhance their intrinsic development capabilities.

 

(3) Action for Enhancing the Scientific Literacy of Industrial Workers.

 

With a focus on enhancing skills and qualities, we will improve the vocational skills and innovation capabilities of industrial workers, and build a high-quality industrial worker team that is idealistic and trustworthy, proficient in technology and innovation, courageous in taking on responsibilities and dedicated to making contributions, so as to better serve the construction of a manufacturing power, a quality power and a modern economic system.

Carry out publicity and education on ideals and beliefs as well as professional ethics. Carry out activities such as "Chinese Dream · Beauty of Labor", "Most Beautiful Workers", and "Women's Achievements", vigorously promote the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, and foster a social atmosphere that honors labor, a professional ethos of striving for excellence, and a cultural atmosphere of daring to innovate.

1. Implement the "Skills China Innovation Initiative". Carry out multi-level, multi-industry and multi-trade labor and skills competitions, build innovation studios for model workers and skilled talents, and make overall use of exemplary high-skilled talent training bases and national-level master craftsmen studios to discover and cultivate high-skilled talents. Promote the spirit of entrepreneurship, enhance the scientific literacy of entrepreneurs, guide them to continuously improve in terms of patriotism, innovation, integrity, social responsibility and international vision, and become explorers, organizers, leaders of innovative development and promoters of improving the scientific literacy of industrial workers. Encourage enterprises to actively cultivate and utilize innovative skilled talents, and train and employ highly skilled personnel in key positions and key processes. Give full play to the role of academic societies, associations and research societies to guide and support enterprises and social organizations in conducting evaluations of professional ability levels. Give full play to the role of the "Innovation China" platform and explore the establishment of a dual promotion mechanism for enterprise technological innovation and the improvement of the scientific literacy of industrial workers. Encourage relevant Internet enterprises to enhance the scientific literacy of groups such as couriers, online workers and Internet marketers.

 

(4) Action for Enhancing the Scientific Literacy of the Elderly.

 

With a focus on enhancing information literacy and health literacy, we should improve the elderly's ability to adapt to social development, increase their sense of gain, happiness and security, and achieve the goal of enjoying life, learning and making contributions in their old age.

First, implement the smart assistance for the elderly initiative. Focusing on the needs and difficulties of the elderly in using intelligent technologies and integrating into a smart society, relying on senior universities (schools, learning points), senior science and technology universities, community science popularization universities, elderly care service institutions, etc., we will popularize knowledge and skills of intelligent technologies, enhance the elderly's ability to obtain, identify and use information, and effectively prevent and respond to online rumors and telecommunications fraud.

Strengthen health science popularization services for the elderly. Relying on the health education system, we will promote health science popularization for the elderly in communities, rural areas, institutions and families. We will carry out activities such as health lecture halls and elderly health publicity weeks, and use various media such as radio, television, newspapers and the Internet to popularize knowledge on balanced diet, food safety, mental health, physical exercise, rational drug use and emergency response, so as to improve the health literacy of the elderly. Make full use of community elderly day care centers, science popularization gardens, Party building gardens and other venues to provide health science popularization services for the elderly.

First, implement the Silver Age Science Popularization Action. Actively develop human resources for the elderly, vigorously develop organizations such as senior associations and senior science and technology associations, and give full play to the role of senior experts in consultation, think tanks and other aspects. Expand and strengthen the ranks of elderly volunteers. Form a science popularization report team of senior experts to play an active role in science popularization in communities, rural areas and among teenagers.

 

(V) Action for Enhancing the Scientific Literacy of Leading Cadres and Civil Servants.

 

Further enhance the understanding of leading cadres and civil servants regarding strategies such as rejuvenating the country through science and education and innovation-driven development, improve their ability to make scientific decisions, establish the concept of scientific governance, enhance their capacity to promote the modernization of the national governance system and governance capacity, and better serve the development of the cause of the Party and the country.

First, we should thoroughly implement the new development concepts. We must accurately identify the entry points, convergence points and key points for transforming the new development concepts into practice, enhance the scientific performance of duties by leading cadres and civil servants, and strengthen their understanding of the importance and urgency of scientific literacy construction. We should vigorously carry out scientific literacy training for grassroots leading cadres and civil servants, especially those in old revolutionary base areas, ethnic minority areas, border areas and poverty-stricken areas.

First, implement the requirements for scientific literacy in the recruitment of civil servants. We will constantly improve the assessment and evaluation mechanism for cadres, and in the recruitment examinations and job evaluations for civil servants, strengthen the relevant requirements for scientific literacy and effectively implement them.

 

Iv. Key Projects

 

Deepen the supply-side reform of science popularization, enhance supply efficiency, focus on consolidating the foundation, highlighting advantages, filling in the gaps and strengthening weak points, and build a comprehensive and all-time scientific literacy construction system with multiple subjects, diverse means, high-quality supply and effective mechanisms. This will be implemented during the 14th Five-Year Plan period

 

Five key projects.

 

(1) Project for Popularizing Scientific and Technological Resources.

 

Establish and improve the mechanism for popularizing scientific and technological resources, continuously enhance the awareness of science popularization responsibility among the main bodies of scientific and technological innovation, give full play to the science popularization function of scientific and technological facilities, and improve the science popularization ability of scientific and technological workers.

Establish and improve the mechanism for popularizing scientific and technological resources. Encourage the undertaking units and personnel of national science and technology plans (special projects, funds, etc.) to strengthen popular science work in combination with scientific research tasks. Promote the inclusion of popular science work indicators in the assessment of relevant science and technology awards. Promote the inclusion of achievements in popular science work as a condition for the evaluation and appointment of professional titles for scientific and technological personnel. Carry out pilot projects of the science popularization credit system.

Support and guide universities, research institutions, enterprises, scientific communities and other entities to utilize scientific and technological resources to carry out popular science work, develop popular science resources, strengthen cooperation with the media and professional popular science organizations, and promptly popularize major scientific and technological achievements. Establish expert studios for science communication and formulate guidelines for the popularization of scientific and technological resources in a classified manner. Strengthen the social responsibility of scientific and technological workers. We should vigorously promote the spirit of scientists, carry out the project of collecting academic growth materials of senior scientists, and rely on facilities and resources such as the National Science and Technology Communication Center to build a museum of scientists and an education base for the spirit of scientists, showcase outstanding examples, vivid practices and achievements in the scientific and technological community, and stimulate the innovation enthusiasm and creative vitality of the entire nation. Strengthen the construction of scientific research integrity and scientific and technological ethics, carry out in-depth publicity and education activities on scientific ethics and academic style, guide the vast number of scientific and technological workers to adhere to social responsibilities, be self-reliant and strong, make achievements and establish careers, and become role models in practicing the spirit of scientists. Enhance the popular science capabilities of scientific and technological personnel through publicity and education, ability training, and exemplary demonstrations, and actively, promptly and accurately express their opinions on social hot and key issues.

 

(2) Science Popularization Informatization Enhancement Project.

Enhance the capacity for creating and disseminating high-quality popular science content resources, promote the deep integration of traditional media and new media, build an immediate, ubiquitous and precise information-based all-media communication network, and serve the construction of a digital society.

1. Implement a funding scheme for the prosperity of popular science creation. Support outstanding original popular science works. Support the creation of popular science works on major topics such as the frontiers of world science and technology, the main economic battlefield, major national needs, and people's health. Vigorously develop various forms of popular science works such as animation, short videos and games. Support the growth of popular science creation talents and cultivate leading figures in popular science creation.

First, implement a support plan for the development of the science fiction industry. Build a high-level platform for the exchange of science fiction creation and a sharing platform for product development, establish a scientific advisor database for science fiction films, and provide professional consultation, technical support and other services for science fiction films. Promote the integration of science and technology communication with film and television

Strengthen the creation of science fiction films and TV series. Establish a national science fiction and popular science film screening alliance. Encourage localities with the necessary conditions to set up science fiction industry development funds, and create science fiction industry clusters and science fiction theme parks, etc.

Promote the in-depth integration of traditional media such as books, newspapers, audio-visual materials, television and radio with new media, encourage public service advertisements to add scientific communication content, and achieve multi-channel and all-media dissemination of popular science content. Enrich the content of international cooperation. We will carry out in-depth bilateral and multilateral cooperation projects on science education, dissemination and popularization, and promote the exchange and trade of popular science products.

We should continue to develop common challenges and enhance exchanges in science, technology and culture among youth, women, and in the fields of education, media and culture.

Promote international cooperation on scientific literacy, explore the formulation of international standards, facilitate the establishment of a world organization for public scientific literacy, participate in the initiation and setting of issues, and actively provide Chinese solutions and share Chinese wisdom in multilateral activities.

Promote scientific, technological and cultural exchanges along the Belt and Road Initiative. Adhere to the principle of extensive consultation, joint contribution and shared benefits, and deepen cooperation in areas such as public health, green development, science and technology education. Promote the alignment of strategies, plans and mechanisms for scientific literacy building, enhance the connection of policies, rules and standards, and drive high-quality development of the Belt and Road Initiative.

 

V. Organization and Implementation

 

(1) Organizational guarantee.

Establish and improve the coordination mechanism for the implementation of the "Outline for Scientific Literacy", be responsible for leading the implementation of the "Outline for Scientific Literacy", incorporate the development goals of citizens' scientific literacy into the national economic and social development plan, and strengthen the supervision and inspection of the implementation of the "Outline for Scientific Literacy". All departments should incorporate the relevant tasks of the "Outline for Scientific Literacy" into their respective plans and programs, and fully perform their job responsibilities. The China Association for Science and Technology plays a comprehensive coordinating role, does a good job in communication and liaison, and works with all relevant parties to jointly promote the construction of scientific literacy.

Local governments at all levels are responsible for leading the implementation of the "Outline for Scientific Literacy" in their respective regions, treating the construction of scientific literacy as an important task for local economic and social development, incorporating it into the overall planning of their regions, listing it in the annual work plan, and including it in the target management assessment. Local science and technology associations at all levels shall take the lead in implementing the "Outline for Scientific Literacy", improve the working mechanism for scientific literacy construction, and work with relevant departments to comprehensively promote the construction of scientific literacy in their respective regions.

Strengthen theoretical research. Conduct theoretical and practical research on the construction of scientific literacy, focusing on aspects such as scientific ethics, scientific security, and scientific rumors brought about by new technologies and applications. Carry out in-depth research on the objects, means and methods of popular science, and build a high-end think tank for the construction of scientific literacy.

Strengthen the construction of standards.
