This implementation plan is formulated in accordance with the "Guiding Opinions on Promoting the Construction of Child-Friendly Cities" issued by the National Development and Reform Commission and 23 other departments.
I. General Requirements
(1) Guiding Ideology
Adhering to the important concept of a people-oriented city, we aim to comprehensively enhance the city's soft power, promote long-term balanced population development, and make the city more child-friendly. We follow the laws of children's growth and development, and integrate the concept of "viewing the city, the world, and the future from a one-meter height" into the entire process and all fields of urban development. Make child-friendliness a common concept, action, responsibility and cause of the whole society, enhance the sense of gain, happiness and security of children, promote their all-round development at a higher level, and strive to enable every child to have an innocent heart, a carefree childhood and a happy childhood.
(II) Basic Principles
1. Adhere to giving priority to children. Adhere to giving priority to the planning of public utilities, the allocation of public resources and the guarantee of public services, and promote the integration of the principle of giving priority to children into social policies. Strengthen publicity and guidance to create an atmosphere and environment in which the whole society cares about children's growth.
2. Promote coordinated efforts. Give full play to the leading role of the Party committee and the guiding role of the government, strengthen top-level design, establish and improve a working mechanism featuring interaction between vertical and horizontal sectors and collaboration among multiple departments, guide the participation of the market and society, pool the strength of all parties, and fully stimulate vitality.
3. Focus on key breakthroughs. Focusing on children's development and family concerns, we will increase policy support, expand high-quality activity Spaces, increase the supply of high-quality and inclusive services, strive to reduce the cost of raising children, and build a social environment suitable for children's healthy growth.
4. Strengthen system integration. We should coordinate and optimize the functional layout of facilities, tap the potential of existing resources, enhance co-construction and sharing, promote the development of multi-functional service complexes and embedded service points at the doorstep, expand the coverage, and facilitate the comprehensive and efficient utilization of various facilities.
5. Encourage innovative exploration. Give full play to the main role of the grassroots level, consolidate the construction of the "one center and multiple stations" children's service network, tap into resource endowments, create brand projects for children's services, and promote the moderately advanced construction of key functional areas and demonstration Spaces.
(III) Development Goals
By 2025, the concept of child-friendliness will be more deeply rooted in people's hearts, the goals and tasks will be fully implemented, and a happy and dynamic city that is child-friendly and friendly to all will be basically built. A model and path for the construction of a child-friendly city will gradually take shape.
By 2035, a child-friendly city brand that matches a socialist modern international metropolis with global influence will be formed, and it will be built into a leading domestic and internationally renowned child-friendly city.
Ii. Construction Tasks
(1) Establish a complete and systematic child-friendly policy system
Strengthen the guidance of children's priority development plans. Promote the integration of child-friendly concepts into urban planning and construction, improve the functional layout of cities, optimize the allocation of public resources, and study and formulate planning and construction standards and guidelines to adapt to the physical and mental development of children. Introduce child impact assessment into major urban development planning, policy and project decision-making, and explore the establishment of a priority assessment mechanism for children. Establish a long-term mechanism for children's participation, expand the coverage of the child representative group, and build a complete participation mechanism that integrates guidance, collection, feedback and publicity of children's suggestions. (2) Improve a high-quality and balanced child-friendly service system
1. Optimize the supply of public welfare childcare resources. Strengthen the construction of "integrated childcare and early childhood education" in public institutions, optimize the layout of public childcare resources, and support existing kindergartens in creating conditions to increase the supply of childcare places. Explore the development of nearby and convenient community childcare services. Regulate the childcare service market and promote the healthy development of the childcare industry. Promote the high-quality and inclusive development of preschool education, allocate preschool education resources based on the permanent resident population, implement the construction of kindergartens and their nursery classes in residential communities, and continuously carry out the creation of high-quality kindergartens. 2. Promote high-quality and balanced basic education. Deepen the reform of basic education teaching, promote the development of innovative and creative education, and advance the integrated development of online and offline education. Promote the implementation of the guidelines for after-school services in compulsory education and improve the quality of after-school services. 3. Strengthen services for children's physical and mental health. Optimize the management of children's medical treatment services, build child-friendly hospitals, continuously enhance the connotation and level of pediatric medical alliances, and gradually achieve full coverage of pediatric services in regional medical centers. Establish and improve the prevention, assessment, intervention and referral mechanisms for children's mental health problems. Strengthen the construction of talent teams such as pediatricians and child health care doctors. We will intensify medical treatment for children with chronic serious illnesses and rare diseases, and strengthen the effective connection of the comprehensive guarantee functions of basic medical insurance, critical illness insurance, children's hospitalization mutual aid funds, and assistance systems. 1. Strengthen care and classified protection for children in difficult circumstances. Establish and improve the information database and information reporting mechanism for children in difficult circumstances, and implement precise assistance and individual intervention for them. We will implement policies to ensure the safety of orphans and children in difficult circumstances, provide classified assistance, and steadily raise the basic living standards. Expand spiritual comfort and family support services for children in difficult circumstances. Steadily promote full coverage of cultural welfare subsidies for children from disadvantaged families. We should ensure the basic living standards and social care services for orphans, further improve the welfare system for orphans, promote their physical and mental health and social development, and enhance the level of social integration. 3. Enhance rehabilitation services for children with disabilities. We will improve the rehabilitation assistance system for children with disabilities and study ways to expand and increase the subsidies for their rehabilitation assistance. Promote the addition of third restrooms, children's toilet stalls and hand-washing sinks and other facilities in public places, and ensure that facilities for mothers and infants are fully equipped. Promote the construction of children's waterfront Spaces along the "One River and One Stream", integrate the renovation and upgrading of the waterfront with children's recreational and safety needs, and accelerate the improvement of space quality. Relying on the construction of "Beautiful Districts", "Beautiful Homes" and "Beautiful Villages", we will take into account the addition of children's recreational Spaces and activity facilities in a coordinated manner to meet the needs of children of different ages. Encourage communities to set up activity Spaces for different age groups and expand walking paths for school-age children. Relying on pocket parks, community public green Spaces, community activity rooms, etc., indoor and outdoor safety activity facilities should be reasonably added. Strictly carry out the prevention and control of infectious diseases on campus and strengthen the publicity and education on health and disease prevention. Strengthen the safety supervision of children's food, supplies, medicines, etc. In accordance with the requirements of national and local standards, we will continuously improve and perfect the safety prevention facilities in various places involving children. Establish and improve the monitoring system and reporting system for children's accidental injuries, as well as the prevention and training mechanism for children's accidental injuries, to reduce children's accidental injuries. Iii. Organizational Assurance
(1) Strengthen organizational leadership
Establish a mechanism for promoting the construction of child-friendly cities in a coordinated manner to ensure the implementation of various construction tasks. The relevant departments of the city have studied and formulated action plans and supporting policy measures, and strengthened business guidance and policy empowerment for each district. Each district should establish a district-level mechanism for overall coordination and promotion, formulate action plans, refine work contents, and form task lists. (2) Increase financial support
All levels of financial departments should ensure financial support and include the relevant funds for the construction of child-friendly cities in the annual budget. For children's service facility projects with affordable prices and certain returns, those that meet the conditions will be included in the scope of support for government special bonds. Encourage governments at all levels to support social entities in providing universal children's services through forms such as rent reduction, operation subsidies, and rewards instead of subsidies. Promote the joint participation of social funds and public welfare funds in the construction of child-friendly cities. (3) Strengthen land use guarantee
Incorporate the construction land for children's service facilities into the national spatial planning and the annual land use plan, and appropriately tilt the allocation of agricultural land conversion indicators and new land use indicators. Guide and support the construction of child-friendly service facilities on inefficient or idle land. Give priority to ensuring the planning land use indicators for public welfare and inclusive children's service projects. (4) Improve monitoring and assessment
Research and establish an assessment index system for the construction of child-friendly cities (urban areas), and organize and implement dynamic monitoring of children's development. Establish an annual assessment and supervision mechanism. Each district and department should conduct self-examination and self-evaluation in accordance with the task list. Relevant municipal departments should organize and carry out city-wide follow-up assessment to ensure the implementation of tasks and measures.
